August 7, 2017All Proposed Changes Adopted Upon Second Reading
At the August 2, 2017 general meeting of the Caucus each proposed change to the bylaws and standing rules was brought before the membership for the second time, and discussed. For each proposed change the question was called by a member, seconded and passed by a 2/3 majority to move the proposed change to a vote. Each item was voted on and passed. The changes have been incorporated into the appropriate documents that are on the Caucus website.
PROPOSED CHANGES TO HGLBT POLITICAL CAUCUS WRITTEN POLICIES
First Presentation- July 5, 2017
Review and Comment Period Ends- July 31, 2017 at 7:00pm
Expiration Date- October 5, 2017
PART I- HGLBT POLITICAL CAUCUS BYLAWS
Current Article- 7.09 Public Advocacy
No elected trustee or board member of the Caucus can publicly advocate or support the candidacy of a candidate not endorsed by the Caucus against a candidate endorsed by the Houston GLBT Political Caucus PAC. Such endorsement constitutes an act of malfeasance as defined in the bylaws.
Proposed Change- Adding a clause pertaining to other ballot items outside of candidate endorsement.
7.09 PUBLIC ADVOCACY
No elected trustee or board member of the Caucus may publicly advocate or support the candidacy of a candidate not endorsed by the Caucus against a candidate endorsed by the Houston GLBT Political Caucus PAC. In addition, no elected trustee or board member of the Caucus may publicly advocate or support a ballot item not endorsed by the Caucus against a ballot item endorsed by the Houston GLBT Political Caucus PAC. Such endorsement constitutes an act of malfeasance as defined in the bylaws.
PART II- HGLBT POLITICAL CAUCUS PAC STANDING RULES OF ENDORSEMENT
Current Standing Rule- 6.01
6.01. Candidates receiving the endorsement of the Caucus PAC must agree to publicly acknowledge the endorsement by listing it in any printed campaign literature that substantially promotes endorsements by other community or political organizations and on any web page that lists other organizations’ endorsements.
Proposed Change– Removing the word “any”

Candidates receiving the endorsement of the Caucus PAC must agree to publicly acknowledge the endorsement by listing it in printed campaign literature that substantially promotes endorsements by other community or political organizations and on any web page that lists other organizations’ endorsements.

Current Standing Rule – 6.02
6.02. Candidates receiving the endorsement of the Caucus PAC must agree that they will not publicly disparage or campaign against any other candidate endorsed by the Houston GLBT Political Caucus PAC.
Proposed Change– Delete the rule in its entirety
